Balayan: Decision on independence of NKR is of fundamental value

Referring to the proclamation of the Independent Republic of Nagorno Karabakh in 1991, Member of the Constitutional Court of Armenia Kim Balayan described those times as quite troublous and said that the USSR used whole its arsenal to suppress the free will of people of Nagorno Karabakh.

“The September 2 1991 decision was well-timed and right,” said Balayan. He said that “the decision became a foundation for further development of statehood of Artsakh.”

He stressed that today the authorities in Nagorno Karabakh are being elected on the basis of people’s free will, without pressure and falsifications. “The democracy hasn’t had such development anywhere as it had in Artsakh,” said Balayan.

He added: “The democratic state can’t be part of non-democratic country. The September 2 decision of Nagorno Karabakh had a fundamental significance from the legal point of view.”
