Tovmasyan: Constitutional reforms will not replace solution of problems
The time has come to carry out constitutional reforms in Armenia, Hrayr Tovmasyan - the chief of Armenian parliament’s staff, member of the Special Commission on Constitutional reforms – said at the opposition Heritage Party-organized conference today.
“No one, including the Commission, says that we should ignore the problems existing in our country and busy ourselves only with constitutional reforms. These reforms are not aimed at replacing the efforts necessary for dealing with problems”, the former Armenian justice minister noted.
“And who said that they will become timely at one moment? Can one say with certainty that they will become timely in one or three years?” he asked.
Speaking about the current Constitution, Hrayr Tovmasyan said that if it is a good Constitution, it is applied, but when it is not applied, the reason is mostly related to the country’s domestic problems.
“I don’t want anything in my country to depend exclusively on political will. There is much talk about political will. But it may turn out that in the absence of that will, the government will be formed from two ministries, and everything else will be carried out by the government-adjunct bodies that are beyond the parliament’s control. Yes, this is possible in case of evil will. But perhaps it is possible to solve all these problems thanks to the Constitution – to give answers to all questions and call it a day,” Tovmasyan said.
