R. Hovannisian: Constitutional reforms should be implemented via referendum
A conference to discuss the constitutional reforms in Armenia started in Yerevan today. The event was organized by Heritage Party.
The participants included representatives of all the factions of the Armenian parliament, including Republican Party of Armenia (HHK) faction, the chief of the parliamentary staff, as well as advisor of the Constitutional Court, member of the Special Commission on Constitutional Reforms Gevorg Danielyan.
Speaking about the necessity of constitutional reforms, the leader of Heritage Party Raffi Hovannisian said: “The forces supporting, for example, the transition to a 100% proportional system are against these changes now, while the ruling party that was against a year ago is now in favor of reforms”.
Hovannisian expressed hope that the conference will provide an opportunity to understand the logic of these changes.
‘The Constitution is not only contents, but also a procedure, a procedural value,” he noted.
According to Raffi Hovannisian, following the elections in the country, this document should be discussed only through a forum. He stressed that the institution of referendum should be applied to carry out such changes.
