'Creation of confidence mechanisms is precondition for success in talks'
The creation of confidence-building mechanisms is the precondition for success in the negotiations, which should be reflected first of all in the implementation of the agreement on the frontline ceasefire, Armenian Defense Minister Seyran Ohanyan told a press conference today.
“The ceasefire agreement contains a ban on the use of all types of weapons, withdrawal of snipers from the frontline, cessation of subversive-reconnaissance actions, and the creation of investigative mechanisms of ceasefire violations. I believe that it is the only condition which will help create an atmosphere of trust,” the defense minister said, noting that it is the only way to achieve success in the negotiating process.
“We have always considered dialog and non-use of force a priority. In other words, the search for a final solution to the conflict in peaceful conditions. Of course, the OSCE Minsk Group Co-chairs have much work to do under such conditions. As the head of a military agency, I believe that the creation of investigative mechanisms will enable to establish which side violated the ceasefire,” Seyran Ohanyan said adding that otherwise the two sides will continue making statements.
