State is hastily toughening web sector: Information security expert
Information security expert Samvel Martirosyan says an attempt is being made to apply control mechanism in Internet sector on behalf of archive preservation standards in the electronic communication sector.
Speaking to Aysor.am, Martirosyan said that such initiative should have preceded public discussion.
“The issue is the following – the regulations of the corresponding decision of the Public Services Regulatory Commission lead to toughening the web sector. The providers will be obliged to preserve the information about the usage of Internet by people for two years, including the mobile internet. May be it has some sense, but before toughening the sector they should have at least organized public discussions over it,” Martirosyan said.
He added that additional legislative amendments are also necessary as it refers to the entrance to the personal data and it is not clear who has right to make use of it.
“The third thing is that it will be of serious economic impact and should be discussed, the fourth, why is it being done so hasty, without any additional explanations? All this raise questions,” Martirosyan stressed.
He said discussions were necessary and they should have taken place at Armenia’s Internet Management Board where both the state, the public sector and providers are represented.
“If the people are not paying attention to each such step, the every other step may lead to a more serious web control,” the expert said.
