Liberalization of criteria of the NSS and Police chief’s posts to raise issues: deputy minister
After hot discussions over the appointment of civil person in the post of the NSS director and chief of the Armenian Police and positive response of the political majority to it, nevertheless, to my deepest surprise, the State-Legal Affairs Standing Committee voted against the bill, head of the Bright Armenia faction Edmon Marukyan told at the NA session today.
“From the very beginning there was an impression that the bill would be rejected, but later in his speech the NA chairman said the majority backs it,” Marukyan said.
The head of the State-Legal Affairs Standing Committee Vladimir Vardanyan said they did not spare an effort to liberalize the mentioned posts.
“But we came to the conclusion that the existing regulations do not allow having solution that will not shutter the existing systems,” Vardanyan said.
Deputy minister of justice Rafik Grigoryan said that the executive power has not changed its position over the liberalization of the posts of heads of force institutions.
“The liberalization of the criteria of the NSS and Police chief’s posts will raise issues not only from the point of view of the Constitution, but from the viewpoint of regulation of inner works of these establishments,” he stressed.
