V. Baghdasaryan: HHK views new bill as situational solution to problem
Armenian Prime Minister Hovik Abrahamyan kept his promise and submitted a new version of the bill on turnover tax at the extraordinary session of the parliament, the head of ‘Republican Party of Armenia’ (HHK) faction Vahram Baghdasaryan said during parliamentary debates on the amendments to the Law on Turnover Tax.
In his words, although this move of the prime minister is welcomed and the document is a generalized version that takes into account the positions of all the political forces, nevertheless HHK faction believes that the government has opted for a situational solution of the problem.
“HHK continues to support the mandatory document circulation option, but the government accepted a situational solution through the proposed bill. We took that step in order to normalize the situation. I want to express gratitude to the government and the ministry of economy for making precise calculations and presenting this draft law within a short space of time,” Baghdasaryan said.
According to him, it perplexes him that some political forces criticize the submitted bill, while they earlier proposed raising the rate to 7-10% in case of not making document circulation mandatory for business entities.
Commenting on the problem of possible bankruptcy of SMEs, the HHK faction head said that his colleagues speak about closure of such enterprises, but never mention the problem of their renaming. Studies show that such enterprises are closed in order to be opened under new names so that their owners can evade taxes and audits and then continue their activities under a different name.
“Yet a time will come when the turnover tax will be mandatory for everyone. The sphere should be involved in the process of document circulation, otherwise we will cause people to evade taxes and do much damage to the state in the interests of some families. The state should develop so that those families will be well off in the future,” the deputy said adding that HHK faction will vote in favor of the bill.
