David Harutyunyan on ‘compulsory but not forced’ pension system

“Compulsory” means that compulsory solutions should be found, while “not forced” means the need to look for such solutions that would seem correct to everyone, even youths, Minister – Chief of the Government Staff David Harutyunyan said in the Armenian parliament today when commenting on the famous statement of Prime Minister Hovik Abrahamyan about a “compulsory but not forced” accumulative pension system.

“In other words, the citizen should agree, being convinced that it is a sensible path. In my opinion, the prime minister speaks about these two components when saying “compulsory but not forced” pension system,” D. Harutyunyan noted.

In his words, the government should find a solution enabling to create such conditions that amid a changing demographic situation in the country, Armenian pensioners would not live below the poverty line.

“If you examine carefully the Constitutional Court’s decision, you will notice that the employer’s liability should also be compulsory, but it is too early to speak of a concrete model,” David Harutyunyan said.
