Harutyunyan: Constitutional reforms solve problem of ensuring human rights
The main purpose of constitutional reforms in Armenia is to guarantee human rights, the member of the Specialized Commission on Constitutional Amendments David Harutyunyan said at discussion in the city of Gavar, Gegharkunik province of Armenia.
“The constitutional reforms are aimed at ensuring human rights,” he said.
As regards the model of governance, Harutyunyan said the draft concept of constitutional amendments proposes some versions and it is up to Armenian society to choose one of them.
Speaking about the system of checks and balances, David Harutyunyan noted that a situation when the parliamentary majority and the country’s president represent different political forces may result in a political collision and then to an inevitable political crisis.
“The concept contains approaches that propose safe solutions in this situation,” D. Harutyunyan assured those present.
Responding to questions of civil society members, he said there is a dualism of executive power in Armenia today when the government and the president are responsible for governance. It is possible to demand the government’s resignation if it fails to fulfill its obligations, which cannot be done in case of the president.
“So there should be social legal responsibility for everyone,” D. Harutyunyan said.
The members of the Commission on Constitutional Amendments are currently holding discussions on the draft concept in Armenian provinces. The commission members earlier visited Armavir, Ararat and Aragatsotn provinces.
