Zurabyan: “We also demanded publication of Armenia’s official response to the 2019 settlement proposal but Pashinyan failed to do it”

 ANC Vice President Levon Zurabyan commented on the documents published today by Nikol Pashinyan.

“I congratulate our public: since 2021, our struggle demanding the publication of the June 2019 plan for resolving the Karabakh conflict has finally been fulfilled.

Under the pressure of our public and political forces, we forced the authorities to release the previously unpublished settlement plans. We placed Nikol Pashinyan in a difficult dilemma: either refrain from publishing the proposed plan and accumulate public suspicion regarding his criminal decisions, or publish it and attempt to mitigate the damage through propaganda before the elections.

In the end, he chose the second option, and we finally gained access to the 2019 plan. (Claims that the publication is linked to the formal dissolution of the Minsk Group are unfounded, as the Group’s mission had already been exhausted following the depopulation of Artsakh, and the negotiation process under its auspices had concluded, making further consultations unnecessary.)

All of our statements have been confirmed. Had the published document been accepted, we would have had peace, the lifting of the blockade, de facto independent Artsakh, control over Kelbajar and Lachin, deployed international peacekeeping forces along Artsakh’s entire perimeter, and imposed restrictions on Azerbaijani forces entering the five returnable districts.

However, the victory achieved by the public remains only partial. We have also demanded the publication of Armenia’s official response to the 2019 settlement proposal – an even more critical demand. Pashinyan has not published it.

There are two possible explanations:

  1. Pashinyan is hiding Armenia’s official response, which would further strengthen our accusations;
  2. There was no official response, revealing an even more alarming reality: that Pashinyan simply ignored the Minsk Group’s proposal, effectively rejecting negotiations and opening the door to a devastating war.”
