Yes, my promise was not fulfilled: Nikol Pashinyan

We will have the Kaps reservoir, and the village will be relocated, Prime Minister Nikol Pashinyan said in a conversation with reporters, responding to a question about why construction of the Kaps reservoir in the Shirak region was suspended.

“In this case, the tender procedures were carried out in accordance with the procedures approved by our international partners and with their participation. Large capital projects are like this: in all countries, there are cases when projects are not implemented on time. We must state that this is one of those cases in which there was nothing the government should have done to ensure the project’s success and failed to do,” Pashinyan said.

He explained that there were specific reasons for the delay, noting that the contractor simply failed to fulfill its contractual obligations, which led to the termination of the contract. “We will look for a new partner who will implement the program,” he added.

In response to a journalist’s remark that his promise had not been fulfilled, Pashinyan said: “Yes, it was not fulfilled. It was not fulfilled because the contractor company that won the tender did not keep its promise. My promise will be fulfilled one way or another, but their promise will not be. We will have the Kaps reservoir.”
