When a president does not know he is the head of state

“I will continue the idea of the esteemed President Aliyev… that the future depends on us… I mean especially the leaders of our two countries. And the leaders of our two countries have already shown their willingness, and most importantly, as President Aliyev noted, they have shown political courage…”

These remarks were made by Armenian President Vahagn Khachaturyan during a panel discussion at the World Economic Forum in Davos, alongside Azerbaijani President Ilham Aliyev and Serbian President Aleksandar Vučić.

According to Article 123 of the Constitution of the Republic of Armenia, “The President of the Republic is the head of state.” The Prime Minister, in turn, is the head of the government and the executive branch.

“I want to express my gratitude to the leadership of Azerbaijan, Mr. Aliyev, and I also have the right to express my gratitude to our Prime Minister, because our leader of the country is the Prime Minister, for the political will that has been demonstrated…,” President Khachaturyan concluded.
