“If 70% don’t fill anything in, why are we keeping this additional step?”: Government to introduce pre-filled income declarations

The Armenian government has decided to simplify the income declaration process for individuals by introducing a pre-filled declaration system. Under the new decision, the tax authority will automatically generate income declarations based on the information already available in its databases.

During the government session, Prime Minister Nikol Pashinyan noted that more than 70 percent of citizens have not been adding any additional information to their declarations and have simply approved the automatically generated version.

“We also thought that if 70 percent of people do not add anything and the declaration is generated automatically, why are we keeping this additional step?” the Prime Minister said.

At the same time, Pashinyan emphasized that the remaining 30 percent of citizens do make changes or additions. Therefore, they will still be required to log in and formally approve their declarations. If they fail to do so, the declaration will be considered unapproved.

The Prime Minister also pointed out that the issue is closely linked to the social credit system, which requires additional procedural steps, including the use of an electronic signature.

According to Pashinyan, in 2025 a total of 76,537 citizens received 6.2 billion drams in social credit reimbursements as a result of filing their declarations. “The average amount returned per applicant was 81,000 drams,” he stated.
