Bako Sahakyan signed a decree

On 15 December President Bako Sahakyan signed a decree according to which head of a department in the National Security Service under the NKR Cabinet of Ministers, lieutenant-colonel Nikolay Avagimyan was conferred the military rank of colonel, the Central Information Department of the Office of the Artsakh Republic President reported.
