Serzh Sargsyan: Congratulating winner is a matter of culture

“When someone says he will not congratulate the winner, this speaks first of all of his culture,” the presidential candidate Serzh Sargsyan said at a campaign rally in the city of Martuni, Gegharkunik province.

“Let them not congratulate the man who won the election, if they consider it beneath their dignity”, Sargsyan said, adding that if others win, “we are prepared to congratulate them”.

He underlined the need to develop the appropriate political culture, noting that this would be “a correct approach”.
