Inter-parliamentary commissions of Armenia and NKR apply to OSCE MG

The inter-parliamentary commissions of the parliaments of Armenia and the Nagorno Karabakh Republic issued a statement, in which they call on the OSCE Minsk Group Co-chairs to take the necessary measures to ensure full-fledged participation of the NKR in all the stages of negotiations.

The statement says that the process of the NKR’s declaration and establishment was fully in line with the principles and norms of international law and the then-legislation of the USSR. The statement underlines that the Republic of Armenia is the guarantor of the exercise of Nagorno Karabakh people’s right to self-determination.

“Noting the fact that in response to the free expression of the Nagorno Karabakh people’s will, Azerbaijan launched a policy of ethnic cleansing and problem solution by coercive methods, which it continues to date, and being convinced that the international recognition of the NKR will ensure the irreversibility of the Azerbaijani-Karabakh conflict settlement through negotiations and will become, for Azerbaijan, a signal about the inadmissibility of the problem’s resolution by force or threats of force;

Taking into account that the agreement of May 12, 1994, signed by Nagorno Karabakh, Azerbaijan and Armenia became an important achievement for the resolution of the Azerbaijani-Karabakh conflict and the signing became possible thanks to negotiations between the authorities of Azerbaijan and Nagorno Karabakh, reaffirming the commitment to a peaceful resolution of the Azerbaijani-Karabakh conflict,

the commission states about the need to strengthen the ceasefire regime, which is the guarantee of the final settlement of the Azerbaijani-Karabakh conflict , as well as about the importance of ensuring the irreversibility of the peace process;

calls on the OSCE Minsk Group co-chair countries to take efficient steps on the withdrawal of snipers from the boundary of the Republic of Armenia, the Nagorno Karabakh Republic, and the Republic of Azerbaijan, the creation of mechanisms for investigation of incidents, and the elimination of statements and actions fomenting hatred;

expresses confidence that the Armenian people in Armenia, Artsakh and the Diaspora will continue to use the whole potential to ensure the exercise the NKR people’s right to self-determination and security as guaranteed by the UN Charter and international law;

calls on the OSCE Minsk Group Co-chairs to take the necessary measures to ensure full-fledged participation of the NKR in all the stages of the negotiating process,” the statement reads.
