Gevorg Daneliyan: We have chosen parliamentary government

“There is no alternative in the final draft concept of constitutional reforms. We have chosen the parliamentary form of government. In democratic countries, there is a tendency towards this system,” Prof. Gevorg Danielyan - a member of the Special Commission on Constitutional Reforms, advisor of the Constitutional Court, and the head of Sub-department of Constitutional Law of Yerevan State University’s Law Department – told reporters today.

“Public discussions showed that the semi-presidential system has few supporters,” Danielyan stressed.

According to him, the Constitution of Armenia will change drastically due to constitutional reforms.

“These reforms will allow developing constitutionality periodically. There are no such processes today. We cannot interpret the Constitution and pass organic fundamental laws that will have greater force than the effective laws,” he noted.

The reforms are aimed at stabilizing and improving the political system, Danielyan said adding that the constitutional reforms will allow the parliamentary minority to assume responsible posts in supervisory bodies.

“We believe that such rearrangement of forces is a necessity at the current stage,” he said.

Commenting on statements by some political forces to the effect that there is no need to carry out constitutional reforms now, G. Danielyan considered these statements baseless.

“If successful, the reforms will enable to solve a number of socioeconomic problems. These changes will not contribute to reproduction of power,” Gevorg Danielyan said.
