The draft text of the new Constitution of Armenia is already ready, will be discussed by the Civil Contract party: Galyan

The text of the draft new Constitution of Armenia is already ready, it is planned to be discussed at a meeting of the board of the ruling Civil Contract party, as well as in the party’s parliamentary faction.

According to Armenpress, this was stated by the Minister of Justice of the Republic of Armenia, Srbuh Galyan, during the first session of the Public Council under the Minister of Justice.

“The Constitutional Reform Council is working very actively. We convene sessions every week. And the text is ready, as I promised. However, I have no news yet regarding its publication, because it has been decided to discuss the text also within the Civil Contract party administration and the parliamentary faction. After that, a decision will be made on publishing the text,” the minister said.

She clarified that the conceptual provisions of the new draft Constitution of the Republic of Armenia had been developed earlier, and the text was developed based on those provisions.

According to Galyan, the approach is as follows: the person, the citizen, and the people are at the center, and there is no deviation from the current system of governance.

“We believe that the best expression of the principles of democracy is parliamentarism. At the same time, we have introduced very significant changes aimed at further decentralizing and balancing the branches of power, for example, by providing the National Assembly with oversight mechanisms over the activities of the Prime Minister, etc.,” Galyan noted. 

Regarding the judiciary, the possibility of jury trials will be envisaged. In addition, as a principle, the possibility of two-level appeals of cases, the possibility of written examination of cases, and the possibility of appealing decisions of the Supreme Court of Justice will be envisaged, which does not exist today.

Earlier, the Minister of Justice of the Republic of Armenia, Srbuhi Galyan, announced that the text of the new draft Constitution of the Republic of Armenia will be published in March 2026.
